नई दिल्ली/देहरादून: मुख्यमंत्री श्री पुष्कर सिंह धामी ने नई दिल्ली में केन्द्रीय गृहमंत्री श्री अमित शाह से शिष्टाचार भेंट की और राज्य से संबंधित विभिन्न बिंदुओं पर चर्चा की। मुख्यमंत्री ने केंद्रीय गृह मंत्री से अनुरोध किया कि उत्तराखण्ड राज्य में समय-समय पर आयोजित होने वाले विश्व प्रसिद्ध मेलों/पर्वों पर तैनात होने वाले केन्द्रीय सुरक्षा बलों की तैनाती/व्यवस्थापन पर होने वाले व्यय को पूर्वोत्तर राज्यों/विशेष श्रेणी के राज्य की भाँति (केन्द्रांश : राज्यांश) 90 : 10 के अनुपात में भुगतान की व्यवस्था निर्धारित की जाए।

मुख्यमंत्री ने राज्य के सीमित आर्थिक संसाधनों के दृष्टिगत उत्तराखण्ड राज्य में समय-समय पर तैनात केन्द्रीय सुरक्षा बलों की तैनाती के फलस्वरूप लम्बित देय धनराशि रूपये 47.29 करोड़ को अद्यतन विलम्ब शुल्क सहित छूट प्रदान करने का भी अनुरोध किया।
मुख्यमंत्री ने कहा कि
उत्तराखण्ड से नेपाल तथा चीन की सीमा लगी है, जहां स्थित गांव दुर्गम भौगोलिक परिस्थिति तथा आर्थिक अवसरों की कमी के कारण वीरान हो रहे हैं। इन क्षेत्रों में इनर लाईन प्रतिबंध हटाये जाने से पर्यटन के अपार अवसर खुलेंगे तथा क्षेत्र में आर्थिक गतिविधियां बढने से वहां से पलायन रूकेगा। इससे संवेदनशील क्षेत्रों में बेहतर सीमा प्रबन्धन में भी सहायता मिलेगी। मुख्यमंत्री ने केंद्रीय गृह मंत्री से चमोली जिले के नीति घाटी और उत्तरकाशी के नेलोंग घाटी (जाडूंग गांव) को इनर लाईन प्रतिबन्ध से हटाये जाने के प्रस्ताव पर विचार करने का आग्रह किया। मुख्यमंत्री ने केंद्रीय गृह मंत्री श्री अमित शाह से कोविड की तीसरी लहर के दृष्टिगत राज्य सरकार की तैयारियों, चार धाम यात्रा, कांवङ यात्रा पर भी विचार विमर्श किया।

मुख्यमंत्री ने कहा कि उत्तराखण्ड के प्राकृतिक आपदा की अत्यधिक संवेदनशीलता के दृष्टिगत विभिन्न महत्वपूर्ण बिन्दु राज्य सरकार द्वारा भारत सरकार को संदर्भित किये गये हैं। मुख्यमंत्री ने केंद्रीय गृह मंत्री से राज्य के लिये 02 एयर एंबुलेन्स, ग्रीष्मकालीन राजधानी गैरसैण में आपदा प्रबन्धन शोध संस्थान की स्थापना, आपदा प्रभावित गाँवों का विस्थापन एस०डी०आर०एफ० निधि के अन्तर्गत अनुमन्य किये जाने के साथ ही आपदा में लापता व्यक्तियों को मृत घोषित किये जाने हेतु स्थायी व्यवस्था स्थापित किये जाने का अनुरोध किया। मुख्यमंत्री ने राज्य आपदा जोखिम प्रबन्धन कोष घटकों के लिए दिशा-निर्देश तैयार करते समय विशेष रूप से पर्वतीय राज्यों की वस्तुस्थिति पर ध्यान दिये जाने का भी आग्रह किया। मुख्यमंत्री ने वित्तीय वर्ष 2021-22 में राज्य आपदा मोचन निधि के अन्तर्गत केन्द्रांश की द्वितीय किस्त अवमुक्त किये जाने का भी अनुरोध किया।
इस अवसर पर उत्तराखण्ड के मुख्य सचिव डॉ एस एस संधु, अपर मुख्य सचिव श्री आनंद बर्द्धन, सचिव श्री शैलेश बगोली भी उपस्थित थे।
